In this section, we publish a range of financial information required by law and in the interests of transparency. This includes spending of the Constabulary, PCC; the scheme of delegation; financial regulations; and contracts and standing orders.
Spend over £500 by the Police and Crime Commissioner for Hampshire and Isle of Wight and Hampshire and Isle of Wight Constabulary
The Commissioner’s office and Hampshire and Isle of Wight Police strive to provide outstanding service to both its internal and external customers and the concept of value for money is embedded throughout the organisations in line with this principle.
There is a requirement under the Police Reform and Social Responsibility Act 2011 as enlarged on and amended by Statutory Instruments 2011 3050 and 2012 2479 for PCCs and Chief Constables to publish information as to each item of expenditure exceeding £500 (other than a crime and disorder reduction grant) including the recipient of the funds and the reason why the PCC and Chief Constable consider that good value for money has been achieved.
All expenditure is required to achieve our aim of providing good value for money. We achieve this as a result of all staff ordering goods and services being required to use processes to comply with both the PCC’s financial regulations and our Procurement policy. Additionally, on an annual basis, the PCC and Chief Constable’s external auditors are required under Section 5 of the Audit Commission Act 1998 to satisfy themselves that proper arrangements are in place for securing economy, efficiency, and effectiveness in the PCC and Chief Constable’s use of resources.

Regulation 113 of the Public Contracts Regulations 2015 requires all contracting authorities to pay undisputed invoices within 30 days. When disputed invoice payments are not paid within this 30 day period, interest becomes payable on the outstanding amount as set out in the Late Payment Legislation.
There is a requirement under Regulation 113(7) of the Public Contracts Regulations Act 2015 that from April 2016 onwards the authority must publicise the following information:
- Percentage of Invoices to first tier suppliers/prime contractors of invoices (not under dispute) paid within 30 days
- The total amount of interest that the contracting authority is liable to pay (whether or not paid) due to breach of Regulation 113
- The actual amount of interest paid to suppliers due to a breach of Regulation 113

To enable the Police and Crime Commissioner for Hampshire and Isle of Wight and Hampshire and Isle of Wight Constabulary to operate as effectively and efficiently as possible a Scheme of Delegation [the Scheme] has been created.

The Financial Regulations clarify the overarching financial responsibilities, duties, rights and powers of the Police and Crime Commissioner, the Chief Constable and their officers and provide clarity about the financial accountabilities of groups or individuals.

Contract Standing Orders
These Contract Standing Orders (issued in accordance with section 135 of the 1972 Local Government Act) are intended to promote good purchasing practice and public accountability and deter corruption. Following these Rules remains the best possible defence against allegations that a purchase has been made incorrectly or even fraudulently.
These rules detail the minimum requirements and procedures appropriate for the acquisition and disposal of all goods, services and works undertaken on behalf of the Police and Crime Commissioner for Hampshire and Isle of Wight, in whose title all contracts are let.
A copy of each contract with a value exceeding £10,000 to which the Police and Crime Commissioner for Hampshire and Isle of Wight or the Chief Constable of Hampshire and Isle of Wight Constabulary is or is to be a party.
A list of each contract with a value not exceeding £10,000 to which the Police and Crime Commissioner for Hampshire and Isle of Wight or the Chief Constable of Hampshire and Isle of Wight Constabulary is or is to be a party.
