The Police and Crime Commissioner, through the Commissioning Team, works to support victims of crime, reduce crime and reduce reoffending.
She provides funding to support victims of crime helping recovery and to support policing to aid the prevention of crime and reduction of offending.
The PCC provides regular opportunities to bid for funding and invites organisations to explain how they can work together to achieve her vision and improve community safety by looking for new and exciting approaches, whilst still supporting those ideas that have been proven to work.
Funding Network
We are excited to announce the launch of the Funding Network, an initiative by the Police and Crime Commissioner (PCC) for Hampshire and Isle of Wight. This network aims to streamline the grant application process for PCC funding opportunities, build local capacity amongst our partners and enhance collaboration among current and potential grant recipients.
Joining the network does not guarantee funding but ensures your organisation is well-prepared for future opportunities. You must apply to and be accepted into the Funding Network before applying for any grant funding opportunities.
Funding Opportunities

Commissioner’s Emerging Needs Fund – Road Safety
This funding opportunity is designed to support items or projects that contribute to improving road safety in our communities. It aligns with the Commissioner’s commitment, as outlined in the Police and Crime Plan, to: “Work with partners to continue to identify opportunities to promote road safety to reduce death and serious injury.”
Applicants are encouraged to propose initiatives that reflect this priority and demonstrate a clear impact on reducing harm on our roads.
Things to consider before applying
Before submitting an application, please consider the following information regarding equipment eligibility and responsibilities.
Payments cannot be made to individual personal bank accounts.
Your organisation will be fully responsible for any equipment purchased through this grant. This includes storage, upkeep, servicing, and replacement of parts such as batteries.
Funding must be used exclusively to improve road safety within Hampshire and the Isle of Wight
Excluded Equipment:
Automatic Speed Indicator Devices are not eligible for funding under this opportunity.
Speedwatch
If your application is specifically for Speedwatch, the maximum funding available is £8,000.
Visual Speed Indicator Signs are eligible for funding to support Speedwatch activities.
If you are applying for funding relating to Speedwatch, your Speedwatch group will be required to register as an official Speedwatch scheme with Hampshire and Isle of Wight Constabulary before funding will be released.
If your application is successful and you are a Community Speedwatch group, the funding will be paid to your agreed local parish council or a similar organisation.
Funding
All funding must be spent by 31 March 2027.
The maximum amount of funding that can be applied for per application is £20,000. However, if your application is specifically for Speedwatch, the maximum funding available is £8,000.
One application per organisation
Each organisation may submit only one application in this round of funding.
Performance management
All successful applicants will be required to demonstrate how their funding has been utilised.
The level of detail expected will vary depending on what the funding was provided for and the amount of funding awarded. As the Commissioner’s grant funding comes from central government, the Office of the Police and Crime Commissioner (OPCC) is accountable for how these public funds are used. This means we must be able to evidence the impact of funded projects, which forms a key part of the performance management process.
Grant process
Applications to the Commissioner’s Emerging Needs Fund are now open and will close on Friday 28 November 2025 at 15:00 GMT.
Application Submission:
- Applications must be submitted using the web-based application form via SUMs, available via the link on our website along with supporting documents.
- All questions must be answered in full. Incomplete applications will be considered invalid.
- Please avoid using “not applicable” in your responses. If a question is included, it is because we are seeking specific information.
- If you use acronyms, please ensure they are clearly explained.
If you are unable to complete the online form due to a valid reason, please contact the Commissioning Team by email to discuss alternative submission options.
Due Diligence:
If you are applying for funding for a project, please note that additional due diligence checks may be carried out after submission. As part of this process, your organisation may be required to join the Funding Network, which supports transparency and accountability in the use of public funds.
Notification of Outcome:
Applicants will be informed of the outcome of their application by the end of February 2026.
